Ownership Governance and Editorial Independence
Clinical Medicine and Pharmacology is published by Jandoo Press Co., Ltd., 1-53-13, Nishigahara, Kita-ku, Tokyo 114-0024, Japan. The publisher supplies the resources for journal administration, production and continuing access. Qualified academic editors determine which clinical and pharmacological findings warrant publication. The prospect of APC income, pharmaceutical interest, print sales or institutional cooperation cannot override that judgment.
Academic leadership and the public directory
The Co-Editors-in-Chief, Faqing Tang and Siyuan Tang, supervise the journal’s clinical remit and publication standards. They delegate an individual case to a handling editor with the expertise to assess the question and obtain appropriate external advice. The Editorial Board and Journal Contacts directory identifies the serving members and their published affiliations. A board appointment is an advisory responsibility unless a separate written delegation confers manuscript authority.
The publisher records each person’s agreement to serve, duties and term, and checks affiliations and departures periodically. An academic affiliation describes the member’s professional connection; it is not a declaration that a hospital or university owns, endorses or partners with CMP. A correction to a member’s information should be supported by the person or an authoritative institutional record.
Allocation of clinical cases
The handling editor identifies the clinical, methodological and pharmacological expertise a paper requires. A trial of a treatment may need an independent statistician as well as relevant clinical reviewers; neither a department’s prestige nor a sponsor’s preference determines the appointments. At least two independent external reports are required for substantive research under Peer Review. Administrative completeness, an invoice or an invitation cannot replace those reports.
Editors disclose interests involving the authors, treating institution, product, manufacturer or competing intervention before accessing a case. A close collaboration, supervisory relationship, material financial interest or other relationship impairing impartiality requires recusal. If an editor or board member is an author, the manuscript states that relationship and an independent qualified editor controls reviewer selection, assessment and the final decision. The published article identifies the independent handling.
Appointment when ordinary handling is conflicted
An independent handling editor receives a written delegation before taking responsibility. The record identifies the case, qualifications, authority and conflict assessment. If both Co-Editors-in-Chief are conflicted, the publisher arranges this appointment without directing the clinical conclusion. If the publisher or academic leadership is itself implicated, an unconflicted academic editor coordinates the appointment of an external assessor. The person concerned cannot choose or instruct the person examining the case.
No final case decision is issued while the required independent authority is unavailable. The appointee signs confidentiality and conflict declarations and sees only the evidence necessary to act. A recused editor loses editorial access to that file; where the editor is also an author, access is limited to ordinary author communications. Reviewer identities and private deliberations remain inaccessible to that person.
Appeals and integrity oversight
An appeal is assigned to the Independent Appeals Editor as a separate function from the original manuscript decision. That editor must not have taken the disputed decision and must have no current institutional, close collaborative, personal or material financial relationship compromising assessment of the authors or persons concerned. The original editor may explain the clinical reasoning but cannot appoint the appeal assessor, join the appeal deliberations or decide the outcome. The external appointment route above applies when leadership or the publisher is implicated.
The Research Integrity Officer preserves relevant evidence and coordinates concerns about patients, trial reporting, images or publication conduct. The publisher may obtain advice and provide resources for an investigation, but cannot suppress a necessary warning or correction for commercial reasons. Decisions and their evidential grounds are recorded. Publisher staff implement the independent outcome; commercial disagreement is not a basis for replacing it.
Administrative offices and protected communication
A Managing Editor organises submissions and case correspondence. Finance handles invoices and assistance separately from scientific assessment. The Privacy Officer controls personal-information requests, and the Technical Support Officer manages system permissions and recovery work. These duties belong to the offices and do not carry authority to accept a clinical paper. The publisher appoints accountable holders and deputies and is responsible for activating, monitoring and securely routing the role addresses before confidential material is received.

Identify CMP and the manuscript number or article DOI; do not include identifiable patient records in an ordinary enquiry. Personnel and access records are maintained separately from the public board directory.
