Fee Waivers and Institutional Discounts
Clinical Medicine and Pharmacology offers a 50 percent APC reduction through geographic eligibility or demonstrated hardship. The USD 450 standard charge becomes USD 225 when assistance is approved. This schedule takes effect on 15 September 2026. CMP currently has no institutional partner; the partnership category described here is available only if a future partner and its qualifying author relationships are publicly designated.
Geographic entitlement at first submission
The corresponding author qualifies through a substantive research affiliation and working location in an economy classified as low income by the World Bank OR a country included in the United Nations list of least developed countries at first submission. Either list is sufficient. Finance retains the applicable list edition and verifies the actual affiliation and working location. A qualifying geographic application does not need an additional hardship test.
Citizenship alone does not establish eligibility. A nominal hospital appointment or a change in corresponding author made solely to obtain a reduction is not accepted. In a multicentre clinical team, the request must accurately identify where the corresponding author substantively works; patient recruitment in an eligible country does not by itself establish the author’s eligibility.
Hardship outside the listed locations
A researcher in any country can seek the same 50 percent reduction because publication funds are unavailable or exceptional difficulty affects the team. Examples include loss of funding, displacement, disaster and severe limitations in a community or primary-care service. Explain the resources actually available and why assistance is needed. The office requests proportionate evidence and must not ask for patient charts or unrelated personal financial documents.
Applying and receiving a decision
A request may precede submission or accompany the manuscript as separate administrative correspondence. Identify the proposed article or manuscript number, corresponding author’s institution and working location, funding position and relevant route. Later hardship may be reported promptly, including after acceptance, before paying. Staff acknowledge the request and ask for necessary missing information.
Finance issues a written decision identifying the article, qualifying basis, approved 50 percent reduction and final APC, or explains refusal. A refused request can be reviewed by an administrative decision maker on relevant clarification or new evidence. Authors should have the written assistance decision before settling the invoice. The review of financial eligibility is separate from an appeal against a clinical manuscript decision.
Any future institutional benefit
A future CMP partnership must be publicly identified before its benefit is offered. The documented terms specify CMP, the institution, qualifying appointments or enrolment, covered submissions and the period of validity. Finance checks those facts without involving clinical reviewers. A hospital named as an author affiliation, study site or trial sponsor is not thereby a journal partner. Eligible partnership authors receive the same 50 percent reduction, not an additional award.
Maximum benefit transition and confidentiality
Geographic, hardship and institutional grounds cannot be stacked: the maximum reduction under this schedule is 50 percent. The invoice-date rule covers invoices issued from 15 September 2026, including unpaid open manuscripts, with cancellation, reissue and author-agreement safeguards set out in Article Processing Charges and Refunds. Previous completed payments are not silently recalculated.
Eligibility evidence stays outside the scientific review file. Assistance neither guarantees acceptance nor accelerates review, and its award cannot resolve an ethics or patient-consent problem. Unnecessary source documents are removed under the 90-day rule in Privacy and Confidentiality. Send requests and supporting administrative information to cmpfinance@jandoopress.com; do not send clinical source data.
