The Current Status of Scientific and Technical Talent in the Housing and Urban-Rural Development Sector and Pathways to High-Quality Development

Abstract

The cause of Housing and Urban-Rural Construction is a crucial underpinning for the national economy, people's livelihood, and high-quality development. Its transformation and upgrading toward industrialization, digitalization, and greenization are highly aligned with the development requirements of "new-quality productive forces". This process urgently calls for a large-scale, well-structured, and high-caliber contingent of inter-disciplinary, innovative, and compound scientific and technological talents. This paper systematically sorts out the development status and classification system of high-level scientific and technological talents in China's housing and urban-rural construction field from three levels: top strategic scientists, national-level leading and core talents, and young scientific and technological talent echelons. It analyzes three core challenges currently faced by the development of scientific and technological talents in this field: the structural mismatch between talent supply and the new demands of the industry, the disconnection between the talent evaluation system and the innovation laws of the industry, and the inadequate industry-academia-research-application collaborative talent cultivation mechanism. Correspondingly, the paper puts forward three suggestions to support the high-quality development of scientific and technological talents in the housing and urban-rural construction field: establishing a modern talent evaluation system oriented toward new-quality productive forces, deepening the reform of classified evaluation and industry-education integration, and optimizing innovation platforms and development environments. These efforts are aimed at facilitating the transformation and upgrading of the housing and urban-rural construction industry and the cultivation of new-quality productive forces.

住房和城乡建设事业是国计民生与高质量发展的重要支撑,其工业化、数字化、绿色化转型升级与 “新质生产力” 发展要求高度契合,这一进程亟需规模宏大、结构合理、素质优良的复合型、创新型、跨学科科技人才队伍。本文按照顶尖战略科学家、国家级领军与中坚力量、青年科技人才梯队三个层面系统梳理了我国住建领域高层次科技人才的发展现状与分类体系,分析了当前住建领域科技人才发展面临人才供给与行业新需求存在结构性错配,人才评价体系与行业创新规律脱节、政产学研用协同育人机制不畅三个核心挑战,提出了构建以新质生产力为导向的现代化人才评价体系,深化分类评价改革与产教融合,优化创新平台与发展环境三项服务住建领域科技人才高质量发展的建议,助力住建行业转型升级与新质生产力培育。
